Have students explore using the tool in pairs or groups. If a student is stuck and not sure how to use the tool, have him or her talk to a partner or group. The goal is to focus on the learning objective and assume student use of the tool to reach it rather than focusing solely on the mathematical tool.

Students can make sense of fractions and operations with fractions using number lines and fraction strips. Before a student ever encounters an algorithm, provide them with fraction strips and see if they can solve the problems devising their own strategies (for examples, see figure 5.4). Fraction strips are useful for grades 3–5. Teachers should revisit them year to year to allow students an opportunity to learn through exploration.
